Callum Bir
Director
Deloitte Consulting Pte Ltd, Singapore

Callum leads Deloitte’s Life Sciences and Healthcare consulting practice for Southeast Asia. He has over 17 years experience in management consulting and technology advisory working across the U.S., Asia Pacific and Japan.

Callum specializes in Health Reform, eHealth with focusing on innovation in the areas of disease management, coordination of care across the continuum enabled by emerging business-models and technology. He has worked on consulting engagements with most major healthcare government agencies, hospital providers in both public and private sector, and Life Sciences companies globally.

Callum serves on several global Healthcare standards organizations while represents Singapore as Treasurer of HL7 Singapore and leads the technical subcommittee of HL7 Singapore, ISO TC215 workgroup 2, and Singapore HITC under Spring.

Prior to joining Deloitte, Callum was Senior Director at Oracle responsible for the industry strategy and execution of the business architecture in the areas of Electronic Health Records and Clinical Development.

Callum also brings six years in academia teaching at leading universities in Australia in Business Administration and Science.

Victor Chai
Senior Enterprise Architect, Solution & Architecture

Victor works in the Solution & Architecture department of MOH Holdings, specialising in EHR Architecture, Solution Design, Information Architecture and Healthcare Interoperability.

Victor Chai has more than 18 years experience in large-scale software architecture design in supply chain and healthcare. For the past 6 years, he has been involved in the EHR architecture design, interoperability standards development and implementation of HL7, IHE and SNOMED CT. He architected and implemented HL7v3 RIM based service-oriented architecture electronic health records solutions for various customers in Singapore and other customers in Australia and the U.K.

Victor is an established expert in HL7v2, HL7v3, CDA and IHE, he is actively involved in healthcare interoperability discussions within HL7 international community and IHE, wrote interoperability and SOA related papers and presentations for IHIC, OMG SOA and Greater China eHealth Forum.  He is a blogger on topics in Healthcare Interoperability and technology solutions. Thiam Hwa Lim
Healthcare Consulting Technical Director

Thiam has 11 years IT experience, of which seven years are in healthcare IT. He also served as a medic in the Singapore Navy as part of his national service and is well aware of clinical processes. Thiam’s area of expertise is in EHR implementation and healthcare integration using standards like HL7 RIM, HL7 CDA and IHE integration profiles. He has worked on healthcare projects and pilots globally. Some of these projects include the IHE XDS project for Children's Hospital of Alabama, Brooklyn Health Information Exchange POC, Australia Department of Defense EHR POC, South Africa National EHR, Singapore National EHR and Australia PCEHR.

Yu Chye Cheong
Information Architect – Standards, Information Systems Division (ISD)

Yu Chye has close to 13 years of experience in IT project management, software engineering and IT consulting. In his current capacity as Information Architect at MOH Holdings in Singapore, he manages and assists with the development of a healthcare logical information model, or LIM, for Singapore. Yu Chye’s primary interests are in understanding how such a model can address clinical safety concerns and finding ways to get the LIM adopted in national projects.

Dr Pawel Suwinski

Dr Pawel Suwinski is a Healthcare Consultant focusing on monitoring and analyzing emerging trends, technologies and market behavior in the Healthcare Delivery/Life Sciences and Healthcare Information Technology industry/market globally.

During the course of his career, Dr Pawel has completed several research studies and consulting projects, including feasibility study for setting up a Biotechnology Science Park, an assessment study for Malaysian biotechnology human capital needs, a healthcare education viability study, an opportunity assessment for market expansion to China for a U.S.-listed global IT company. He has also developed a wellness business model and conducted an assessment of healthcare providers spending trends on healthcare information technology, and authored a white paper on healthcare business intelligence applications.

Dr Pawel has been widely quoted in the media and for his research. He is also a regular speaker at various conferences on Wellness, Healthcare Economics, Healthcare Services, Medical Devices, Medical Tourism, Healthcare Information Technology, and EHR in Asia.
